Local Education (training provided by Lorain County Community College and the Lorain County Joint Vocational School) 50%
Instructors  
Tuition  
Instructional Materials  
Facilities  
Trainee Wages  
Vendor-Specific Maximum 50%
Other (non-local) Training 10%

Eligible In-Kind Matches

  • Use of space and equipment  (during training project)
  • Trainee wages of employees during training
  • Each component must have its own match

Unallowable Expenses

  • Normal employer payroll
  • Wages of incumbend employees during their participation in economic-development activities
  • Employment-generating activities
  • Economic-development activities
  • Investment in revolving loan funds
  • Capitalization of businesses
  • Investment in contract-bidding resource center
  • Activities that are not directly related to training for individuals under Title I
  • Foreign travel
  • Internal trainer
  • Purchase of capital equipment

Company Billing Process

  • Company pays for training
  • Submits all invoices (3) to Lorain County Workforce Development Agency for reimbursement
  • Provide supporting documentation
  • Submits a W-9 form
